Host & Keynote with Dame Judith Hackitt,  Engineer and Independent Adviser on Building Safety

Dame Judith Hackitt, DBE – Dame Judith Hackitt is a leading voice in building safety and regulatory reform, renowned for her work in driving systemic change within the construction and fire safety industries.

As former Chair of the UK’s Health and Safety Executive, she has dedicated her career to fostering a culture of responsibility, accountability, and continuous improvement in safety standards. Following the Grenfell Tower tragedy, Dame Judith was commissioned by the UK government to lead the independent review of Building Regulations and Fire Safety in high-rise buildings. Her landmark report, Building A Safer Future, laid the foundation for a fundamental shift in how the industry approaches risk, compliance, and duty of care.

Session 1: In Safe Hands with Alan Pemberton, TFT

TFT are an independent real estate consultancy, creating better buildings for more than 50 years. Working from 11 offices around the UK and Ireland, they help building owners, investors, and developers to make buildings safer with their team’s technical insight and commercial understanding . Alan Pemberton, Chairman at TFT, joins the Building Safety Forum: London 2025 to share his experience overseeing fire safety remediation schemes for building owner clients across the UK.

Alan brings nearly 40 years' expertise in technical due diligence, development management, and project monitoring, in which time he's formed a deep understanding of building fabric and systems, as well as the ways in which development teams and supply chains shape the buildings we use. Delivering safer buildings today require navigating a new legislative framework, but it also means managing competent development teams correctly and having the technical insight to address the challenges and solutions presented by unique buildings.

Session 2: Building Compliance with Matthew Flower, Miller-Knight   

Miller-Knight are a trusted multi-discipline contractor with a strong reputation for delivering excellence in national remedial fire services, and regional regeneration and facilities management. Their specialised divisions work together seamlessly, providing full-turnkey compliant solutions tailored to meet the diverse needs of clients.

Session 3: Remedial Fire Projects with James Groves, BB7

BB7 are a leading UK and international specialist fire and façade consultancy. With focuses on strategically mitigating risk, reducing uncertainty, delivering value, and facilitating design ambition, they have a drive to create a safe, secure, and sustainable built environment. James Groves, Director of Assurance and Risk Management – As a Chartered Engineer and a member of The Institution of Fire Engineers, James has accrued in-depth knowledge and experience in forensic building investigations to determine the nature and extent of deficiencies in the general fire safety precautions of buildings. James provides full-circle consultancy for remedial projects and has a sound understanding of fire behaviour and can apply this knowledge to his approach to design solutions.

Panelist for the final Q&A session, Julian Allport, Railpen

Railpen are a pension administration and investment fund manager responsible for the safekeeping and investment of around £33 billion in assets and the administration of several pension schemes, including the Railways Pension Scheme, one of the UK’s largest and longest established pension funds.

Julian has more than 20 years’ experience in residential and commercial real estate investment. He is currently responsible for Railpen’s long-income real estate investment portfolio and oversees the operations team managing the remediation of residential assets, accumulating a depth of knowledge in navigating complex remediation projects and building safety legislation.
